The Travelers Rest city council is enacting this article to encourage security alarm users and alarm system monitoring companies to maintain the operational effectiveness of the alarm system in order to reduce unnecessary police responses to false alarms. The council finds that false alarms are not only a public nuisance but also a threat to public safety by diverting police department resources from legitimate requests for assistance and other law enforcement matters.
