The city administrator shall appoint such person or persons best qualified to hold the office of administrative recorder, considering the experience, ability and educational level of applicants. The person or persons so appointed shall be subject to the personnel rules of the city of Travelers Rest, and shall hold office at the pleasure of the city administrator. (Prior code § 1-6-6)
