The attorney, when directed by the administrator, shall prepare the draft of any ordinance or instrument in writing when the mayor or council may desire, and he shall conduct the correspondence on all legal subjects. All ordinances shall be submitted to the attorney for approval as to form prior to submission to council. (Prior code § 1-4-57)
